A stipulation in the new federal spending bill could outlaw a broad array of hemp-based cannabinoid products starting in November 2026.

That proposal shuts the hemp “opening,” arising from the 2018 Farm Bill, and potentially restructures a $28 billion-dollar sector.

Advocates alert that the prohibition may curb access and force many to less safe, uncontrolled substitutes.

Closing the Hemp ‘Loophole’
